Not realizing it housed the spirit of the dragon, he kicked it down into the waterfall. Enraged, the spirit broke free from the stone, and a large white dragon emerged from the waterfall and ascended into the heavens. Soon after, the white dragon proved its anger by bringing down heavy rain which quickly turned into a massive torrent that is said to have swept away some of the nearby settlements. Today, it is said that the Ryujin Shrine near the falls was built to show respect to, and appease the wrath of, this powerful dragon god.
